Can these bars go up higher?

I just bought some spacers on amazon. Can I take these bars up higher? Right now it’s at seat height, maybe.

Hello and welcome!
You should be able to raise the stem flush with top of the steerer tube, you'll only have the cap at the top of the steerer. I'm assuming that the silver band is a spacer and not integrated with the cap. Otherwise, you can replace the stem with one giving higher rise whilst still keeping the same fork.

to tune on what Jesper said, you can go up a pinch more but you have to leave enough space for the inner circle of the cap to drop into so you can preload the bearings properly. If you need to go up a lot higher you will need an riser adapter for a major change

Is there a good website to buy replacement stems from or extenders? Is a replacement stem recommended over an extender? Also what’s the norm for fat bikes? Do most people align the handle bar height with the seat high? Sorry for all the questions. I’m new to owning this type of bike. I believe my specialized had a threaded stem tightener like old school bikes. The handle bars were higher than my seat when I bought it new which was very comfortable, so I think I’d like to create that feel a little for my surly. That’s as long as it doesn’t mess with the handling too much.
