How to tighten brakes?

My 90's road bike is working but the brake to the right is loose a little bit (from the brake sleeve or what ever that's called) it's still braking but the cable is trying to come out. How do I fix that?

The spring on the brake has to pull the cable all the way to the lever when you release the brakes. If it's not doing so then there's too much friction in the cable/housing (most likely) or too little spring pressure. You need to pull and check the brake cable.
