Can't tighten loose handlebar

Hello,

I took apart my son's old bike. It is a quill system handle bar and from reading, I think the wedge must have fallen into the frame because I can't get the stem bolt to renegade when I twist it with an Allen wrench. what can I do????

check to see if there is a hole all the way thru the fork and knock it thru the bottom, or take off front wheel and knock it thru. you do this with the stem and bars removed. then reattach the wedge to the stem and install

there is a hole....when the handlebars are removed from the stem, I can look down inside and see the tire through this hole

there is a hole....when the handlebars are removed from the stem, I can look down inside and see the tire through this hole
now look under and see if it is big enough for it to fall thru. sometimes a reflector bracket bolt or a u-brake bolt runs thru that spot, if so it will need to be removed before proceeding to tap it thru

I GOT IT! took about three tries to get the wedge to stay, but PHEW. thanks for your help. I'm amazed I got the bike back together after my first time taking one apart! The gears don't change, but it pedals and the breaks are too tight, but I think a tune up at the bike shop should fix that!
