Will a 30, 32 or 40mm tire run OK on a 35mm rim?  Both 700c
That is 700c x 30 (32 or 40) tire on a 700c 35 rim. 
Is there a table to use for checking various tire/wheel compatibility?
I'm concerned about bulging one way and pinch flats if too small

I'm going to buy a new bike and had a similar doubt like yours, fortunally even wikipedia clears that out.

There are no 35mm wheels(in your case). Wheels can fit different width tire sizes.
Myself I have 1.4 slicks on my old mtb that came with 2.2 tires.
The question is not passing the safety limit of tire width wheels can take.

If your wheels don't have engraved their size: "700x**C"(the C value correspond to the inner rim width), you have to measure your inner rim width and check the following chart:
https://en.wikipedia.org/wiki/Bicycle_tire#Rim_width

For example, if your wheels have 19mm on the inside rim(19C) they can take from 700x28 to 700x47.
Seems a crazy amount of tire sizes for that wheel size, but according to that ETRTO chart is safe and rideable.

Bicycle guru Sheldon as a indepth page about tires sizes:

He as also a more straightforward chart a guy gave him:

In case you do have 19C wheels note that the 19C wheels in this chart differ from the ETRTO one.
But like Sheldon states in his site, maybe he was being conservative.

Thanks for the information.  That 35 is actually turned out to be a 19mm inner.   Your answer, this chart and some more checking of Sheldon Brown's site was a great help in setting me straight.  I appreciate the response/
