Hi,
How do you attach a water bottle holder to an old bike that doesn't have the screw holes for mounting them? Thank you for any input.
You can buy adaptors that fit on the handlebar or seat tube that will allow you to attach a bottle cage to them. Check with your LBS as they should carry at least one type of adaptor.

You do not want to drill holes in your frame.
There are water bottle holders that use wrap around straps. Usually found in department stores . I got mine at Target.
You can also use the plastic cable ties , used by electricians. And there are handlebar mounts too.

stainless steel hose clamps with a short piece of sectioned inner tube to protect the paint work great.

With the excellent ideas above if you are worried about the paint job using this idea you can put small pieces of inner tube between the hose clamps and frame which will also help to keep it from moving.

I have seen some innovative water bottles recently...
- a two bottle holder that goes under/behind the seat. You might be able to get a smaller saddlebag underneath it
- a handlebar mount (sometimes you see these on bikes with time trial handlebars)
