Quick Release Slipping in Horizontal Drop-outs

My 1975 Raleigh has horizontal slots on the rear dropouts. No matter how tight I make the skewer, under heavy pull the right side of the wheel (side with cogs) pulls forward and the wheel rubs against the left chain stay. Any Ideas to prevent this?

Quick release wheels are not meant to be used in horizontal drop-outs, which is why they keep slipping. I'd recommend getting a solid axle wheel.
There may be another solution I haven't heard of... anyone have any suggestions?
