Lockring spinning with pedal stokes

Newbie question (pardon the descriptive if not correct terminology)

My son's fixie has started seizing when riding forward - it seems that the threaded "spacer" is spinning and takes the lockring with it as he rides causing it to push against the non drive side crank arm thus making the whole bracket very tight and not able to turn (sorry - best way I can describe it). If i spin the threaded piece all the way into the hub there is a lot of play in the bracket so I am assuming it is supposed to be out of the bracket but I could be very wrong. It has a lockring that I assumed was there to keep the threaded piece as the right spacing.

Question: does the lockring just need to be tighter? Should i spin the threaded spacer into the bracket and just live with the play? I know that this is what LBSs are for but I;d love to solve on my own.

If the bottom bracket has play it will damage the bearings and axle. The lockring locks the adjustment that the bearings must have, neither tight nor loose with no lateral play. These bearings have to be well greased. I would take it to a shop and have a sealed bearing unit fitted ( shimano) then your problem would be taken care of.
