Trek FX 1 front wheel skewer Doesn't go through hub

Although the correct diameter, the front wheel skewer will only go in 2 inches of the axle from one side of the hub and 1-1/2 inches from the disc brake side. Why won't it go through?

Did you remove the skewer and now can't put it back? Can you see right through the axle to make sure it's not blocked?
If I knew how to ride a bike properly, I'd do it every time.
