Can't tighten front wheel

I've done everything to try to tighten up my front wheel. It's wobbly.

If you've followed all of the steps in <a href="http://bikeride.com/remove-install-wheels/">this video</a>, it might be something else like a broken axle, or you may have to <a href="http://bikeride.com/wheel-truing/">true the wheel</a>. Is there a jiggle when you move the wheel from side-to-side?
