Lower gears out of sinc..

When changing down the gears from 3rd to 2nd the chain jumps to 1st..
I have followed the adjustment guides.
It was happening on the old cassette and this new one. (8 speed)
Could it be the chain
Its also a new Alivio derailluir and new cable.

yes; always replace the chain when you get a new cassette.

Check the derailleur hanger alignment, if it is a little bent it can cause this.

Forgot to mention the hanger is also new..
How much is a new chain.. any type/make to look out for.
Do you buy the chain at a set length.. for 8 speed cassette..

you can get an "8 speed" chain at Wal-mart; it is branded Bell, but is a KMC chain. You'll need a chain tool too take out a few links to work for your bike, which Wal-mart has.

A new hangar may not be an aligned hangar though.
