FR wheel not centered in fork

I have a 29er mountain bike with Avid Elixir disc brakes and a Rockshox Reba SL Dual Air fork.

My wheel has been off center toward the LH (brake caliper) side since the bike was new. I though the dish was not adjusted properly so I bought a truing stand and dished / trued my wheel to within a mm. I replaced the FR wheel on the bike and found that my FR wheel is still off center toward the caliper side relative to both the fork and the frame.

Is this correct? It seems that there is no way to resolve this problem since the caliper and disk must align and the caliper is hard mounted to the frame and the disk is hard mounted to the hub.

Am I missing something?

You say it was off centre from new, did it work once and now it doesn't? how long have you had the bike? is it still under warranty? if so, return it to your supplier, it is possible the forks are bent sideways.
As I understand your problem, there could be 3 causes. ( rim not being central or running out of true will not affect the alignment of the disc with the caliper)
1. Your axle spacers are not the same both sides, try fitting the wheel in the forks the wrong way, if the run out moves with it, this may be the problem.
2. Can the caliper position be adjusted side ways? or is the mounting bent.
3. Are the forks bent sideways, look along the bike from front to back, you should be able to see this if so.
Suggest you visit your lbs if bike no longer under warranty and ask for their opinion.
