Bottle cage allen bolt stuck in a titanium frame

any one come across this, I was taking out the allen bolts on my litespeed frame to fix on a cage. After removing one of them I attempted the second, it turned and turned but never came out, it seemed the housing for the thread moved with the bolt!!! Any one have any ideas, please help
