Help! front wheel doesn't turn to the left

hi! i just bought a bike to start learning, and was gifted a Royce Union RMA bike. I finished assembling it, but realized that when I tried to ride it that the wheel doesn't turn to the left. It turns to the right fine, but won't turn back. I've tried tightening the stem bolt since that seems to be most common advice on the internet. Does anyone have any advice for this?

Are the brake or shift cable binding the turn to the left?

how about posting a couple pics of the front area of the bike

My first thought is a brake cable wrapped up around the stem or bars
