The effect of wind on cycling ?

How cold would it really be? Would the rider feel this the same if he/she would be in a 15 mph (24.1 kmh) natural wind?

Hej. If you are asking about cycling in strong wind and it feels colder ... answer is yes but not always. From my experience in Denmark the wind and its coldness can get under your skin especially in winter time. When you are checking the temperature you can also see RealFeel indicator on some weather sites ... in winter difference between temperature and realfeel can even be >5 degrees. But there are also warmer winds and you dont feel this cold effect when biking. Hope I understood the question.
