Front derailleur shifts shifts up a little, but it does not shift down at all

I recently purchased a bike from someone and the front derailleur does not work. I am sorry, but there is really not much i can tell you about the problem. I don't want to mess around with it because it didn't turn out well the other time. If someone could give me a few suggestions, that would be nice. If it helps the model of the bike is the 2009 giant tcr alliance 1

If you don't want to mess with it...take it to a local bike shop. Probably a fairly easy adjustment that should not be too costly.
