Choosing the right wheel size for bicycle frame

Hi,
I have this old bicycle of mine which front wheel kept colliding with the pedals while approaching turns. Hence i am planning to get a new set of wheel in accordance to that of the bicycle frame. Any guidelines to choosing the correct wheel size?

It looks to me like the front fork itself is bent backwards, which is likely causing your problem. I'd highly recommend replacing the fork as it looks dangerous.
