Brakes for Mongoose XR200

The back brakes on my Mongoose XR200 are rubbing up against my rim. Each side has about a half dozen washers on it. Are those washers necessary? How can I adjust the brakes to get them at their regular position?

Ahh the XR200! Instead of asking questions to answer your question put up a couple pictures of the brakes and one of the whole bike if possible.
