Rusted Headset bearing race

Hey, I have an old 70's road bike that must have sat outside in the rain a bit. I'm having issues getting the front fork top bearing race off. Pretty sure its rusted on there pretty good. Any ideas? Its so hard to get a good grip on it with vice grips or anything. Sprayed some penetrant on there a lot. no luck...Is there any other tricks for getting a good grip on the small little surface to give it a good twist? Thanks for the help!

usually they are pressed on, and usually it take the special tool to pull it off.

I'd take the frame and forks to a LBS and have them pull the races off; and probably have them install new ones as the two in the frame are press fit also, and need to be properly aligned.

note that the races on the fork and frame have to match.
