I don't know what others use, but I use good old wheel cleaner that I use for my chrome wheels on my show car. I prefer Meguiar's but any good wheel cleaner will do. Use a wheel brush to get the area where the brake pads make contact with the wheel. If the wheels are really dirty, you may have to take the wheels off the bike so you can scrub them better.
