Cleaning a Chrome Bike.

I picked up a nice chrome bike, 14 inch frame, the other day at a thrift store for $40. A Norc Mini Mountaineer.
I was wondering how to get the rust out from the cracks and crevices. I ran into this video using vinegar. Has anyone tried this? Is there  better way?
