Problem with Front Derailleurs

Hi

My front derailleurs seems to be stuck (in middle sprocket) and i am unable to shift the gears... the whole system seems to be stuck. Any suggestions ?

Penetrating oil? Loose strands on the cable? Could be anything, check the other forum entries for suggestions.
