In most situations you would be better off with a mountain bike, not a fat bike.

21X4 is not a standard fat tire size. Do you mean 26x4?

I'm talking about a tire diameter of 21 inches and a tire width of 4 inches.

It depends on the weight of the rider and bike, and type of terrain since many bikes (e-bikes or nor) can be made off-road suitable depending on many factors.
