GT Chucker XS.2 headset problems

hi i have a GT Chucker XS.2 but when i tighten up the head set the steering is really stiff, so i loosen it so it turns easier but then there is a lot of wobble in the headset. i cant seam to win. i have changed bearings a few times but am still having the same problem. i dont understand it as i have a Schwinn bike and i can tighten up the head set really tight and the steering is still fine. if any1 knows how i can sort this problem out please reply asap thanx.

Is it possible that the bearings are in upside down? I had a similar problem years ago with a Trek bike

Just wanted to asked are the bearing the right size? I am sure you are competent enough to know, but some don't know (4months ago I didn't know).
Good maintenance to your Bike, can make it like the wheels are, true and smooth!
