New Headset Indexing

My headset is indexed. I had it replaced 2 months ago and it is already indexed. I noticed there was still some feeling of it even immediately after it was replaced. I admit I used a cheap bearing set ($40) but the only other one they had was German and cost $135. Suggestions appreciated.

Hi Robert,
Was the replacement headset used? It could be that it was already pitted. Price shouldn't matter, a headset at any price range shouldn't be pitted when it is brand new. I'd say there is something flawed with the new headset.
