Carbon fiber stem

The Newton setting is printed on the stem. Would it be the same torque for the top bolt and the two sides?

what do you mean by top bolt. If you are referring to the top cap on the fork tube then the answer is no. The top one is used to preload the bearings so that the movement is smooth with no rocking slop and free moving.

Is there a recommended torque setting for the cap, or is it just "finger tight"?

The bolt in the top cap is used to adjust the bearings. The correct torque is that which is as loose as possible, but takes all the play out of the headset bearings. Google 'how to adjust threadless headset' and you'll see what I mean.
