Help removing a broken stem bolt

While trying to remove my old 3ttt black quill stem, the bolt on the top that loosens the stem broke off as shown in the picture. I've read that you can cut off the stem, but I currently do not have access to those kind of tools. Are there any other ways that I can remove the stem?

Do you have access to an Electric drill & drill bits? Start with small bits & drill the bolt head off.

An angle grinder is a useful tool:

You can probably take it to any local bike shop, they should fix this on the spot.
