Front Derailleur touching the back wheel

I am new to the maintenance of the Bike.
I am simply having the problem of my front derailleur rubbers (closer to the back wheel) touching the back wheel and hence, making the noise. Is it safe to ride with this as I need to fix dis. Or, any help would be appreciated regarding this subject.

Anything touching the tyres is a bad idea, it'll wear them at that spot (well, all around in a circle) and you'll get a flat and need to buy a new one (since it is ruined). Check the dérailleur alignment (outer plate should be parallel to centre line of the bike).
