Need help reviving Schwinn fastback comp (pictures included)

Hello guys, first post here, however I've been reading for a while. However now I need some serious help because I'm not too familiar with modern bikes. I have had a Raleigh Grand Prix and now a Raleigh Technium.

However I picked up this Schwinn for cheap and I really liked the idea of using it as a commuter bike.

So the first thing I asked if it it's even worth my time and money, I don't mind the finish being in bad shape and the beater look so I donned have to be obsessed with it as I have to leave it locked outside at night.
It has been converted to a fixed gear but it has a freewheel so I like that.

Now to the questions.

1. What do you guys think of the line shown in the pictures? Is it bad? I weigh around 165 lbs and 6"1'.

2. Do you think the Schimano levers can still be used just for brakes? I don need the gear shifters. Can they eventually he sold for parts?

3. I would like to have a more comfortable upright position to take weight off my forearms and ride more comfortably, with that be possible?

And on a last note, if this bike is not worth fixing, would it be more fruitful to part it out?
