Not enough cable travel for front derailleur?

I replaced left gear switch with cable and now I have a choice:
to use 1-2 front sprockets or 2-3. It seems like there is not enough travel for cable. I released 2 adjusting bolts to make sure they don't limit cable movement.
Well, I paid $6 for both gear switches, I guess I am lucky rear derailleur works fine...
Any ideas?

Did you replace "like for like"?
Have you fitted the cable in the correct place on the dérailleur.?
Usually there is a slot for the cable behind the clamp.
