What is this bolt called?

I recently tried to fit a pannier rack onto my hercules commuter, to do so I had to remove the mudguard an re-fit it with the rack supports. In the process the old, rusty bolts just snapped so I need to replace them but don't know the name of the bolt. Here's a pic, cheers.

there are several different sizes and types of these, take it to your LBS, they may have them in stock.

I'm not sure the denomination of money, but I will say they should be rather inexpensive!!!!

This shouldn't be so expensive i use it for my bicycle but i have forgotten its price actually go to your near by store if you have any old peace show to them and they would give a new one to you
