Inside cartridge system

i have attempted to alter the height of the handlebars and now been told the bike is now unsafe so can you please help.

if its a quill type stem, the height limit is clearly marked on the side as a series of etched lines, if it's a A-Head, you are very limited in adjustment, perhaps only about 1/4".
You can however buy extenders for both types and your best bet is to visit your LBS as there are different sizes involved.
