Uneven back tire

I've had this bike in my garage for a while now, so I decided to clean it and ride it. But when I flipped it over to fix the chain, I started to peddle it with my hands and I noticed that the tire kinda scrapes onto the frame of the bike. The tires have no air, so I was wondering if this problem will be fixed once I put air into it again. Thanks in advance.

Look at it again after filling with air. Since the bike was probably leaning to one side while stored the wheel may have set itself to one side.

I just put air into them, but when I did, the back tire kinda popped and the under tube came out of the sides. Do you know how much that might cost to repair?

Well, remove air and tire from the wheel, take a look if the rubber is still OK, and not crackling...
Then take a look at the bead if it's still solid and not deformed...

Reassemble the tire and tube on the rim, slowly inflate it while taking a look if the tire really seats in on the rim by prying it back and forth. Also be sure to not exceed the maximum pressure usually wrtitten on the side of the tire
