If you have tried using a pipe wrench and other medieval techniques go to a professional welder who knows how to use a torch properly to try remove the nuts. If this is successful then replace the through bolts and nuts.
Good maintenance to your Bike, can make it like the wheels are, true and smooth!

If you have a dremel tool then use it to cut off the nuts then get a new bolt and nut for your wheel.Or you can use a hack saw to cut it off too.If you don't think you can do it this way then take it to a good bike shop have them take it off for you should not cost to much to have it done.P.S. if you do have the dremel tool you will need the cut off wheel for it too.
My dad always told me a Sledge a matic can fix any thing.

KDC,
I have to agree with you now that I know new techniques, I would like to take back the pipe wrench and welder method as it probably would make things alot worse then they already are. Going to Local Bike Shop (one that has been in business for a while) is the best idea.
