I think the derailleur is broken.

The derailleur kicks forward when pedaling both backwards and forward, and the chain slacks (the video shows it when pedaling backwards), when forward, it kicks and the chain slacks for a few seconds and I can't produce any movement by pedaling, then I stop pedaling and after a few seconds I can pedal fine, for about 10 rotations till it happens again.

When pedaling forward, after I stop pedaling the wheel speeds up, and every now the chain will catch up and the derailleur will kick.

I can spin the derailleur with a little effort like shown in the video. Not sure if I'm even supposed to be able to move it.

It could be that it is gum up a little I would take the wheel cassette off and clean it real good and make sure your chain is clean and oil good too.Hope this helps you out a little.
My dad always told me a Sledge a matic can fix any thing.

Yes, sounds like the dérailleur is not keeping the tension. Clean and lubricate it and check the tension spring.

Cant tell anything from the video. Straight in side shot shot would have been more useful than overhead.

Difficult to be sure, but I suspect your rd is either bent or in desperate need of adjustment, you can just see the chain trying to move from one ring to the next when backpedaling, a sure sign of misalignment.
Your gear block also runs out, this is a nuisance and doesn't help clean shifting, but little can be done about it except to check that all is tight or replace it.
From what can be seen, the spring tension looks ok.
A visit to your lbs would probably get it sorted.
