Depending on how bad it is, most people usually just replace the tape, as Joe_W says on rims ,"they are consumables". It is pretty cheap and easy to replace. You can find it at your local bike shop, amazon.com, or any other website. If it is not bad or new then

Good maintenance to your Bike, can make it like the wheels are, true and smooth!

I'd try handwash paste or toothpaste (and not use white handlebar tape, even if it looks good, had bright yellow on my old bike, looked grimy all the time)

I asked this same question at the LBS where I bought my bike (white frame, white saddle, white bar tape...what was I thinking??). The solution to white bar tape? Black bar tape. Big Grin

I've cleaned mine with liquid dish soap in some water, and it came out pretty clean. In the long run, I suspect that I'll replace it, but the bike is new (got it in March), so I'm not ready to make changes yet.
