resin pads only?

G'Day everyone!
Got one used hybrid bike for city use; rear disc brakes are weak and make nasty noise when braking. Took a look at the rotor and it's written "resin pads only". Well, pads don't look like resin so that must be the problem. I did the rotor switch front <---> rear and then the sound moved to the front. What's the smartest decision here, changing rotor or pads?

you should go with the suitable fit, I mean having resin pads if the rotor states resin pads only. there is reason why manufacturers (or engineers) add such text. resin pads in theory are more quiet than metallic ones (guess you have those on currently) and push heat away more efficiently, yet resin wears out quicker and are a bit less effective in wet conditions.

Assuming you didn't switch calipers, too, if the bad sound moved to the front, then logically the rotor is at fault. New pads could get damaged.
If I knew how to ride a bike properly, I'd do it every time.
