Technically, any bike that fits for size, needs, and wallet; be it new or used. You need to at least determine what type of riding you will primarly be doing (road, offroad, mountain, etc.)

A good all round bike is a mountain bike. You can ride it on road and off road. For a beginner, I would start with something in the lower price range.

Probably a bike with a low standover height so it's easy to get your feet down.

Go to your local bike store and talk to them to get some idea of what might suit you and how much it might cost.

Then, try to find a local company that rents similar bikes. If a friend has something you can borrow to start with, even better.

There's no point spending a load of money on a bike until you've tried cycling, get comfortable with it, and start to figure out what style of riding you're likely to enjoy/take part in the most.

Totally depends on your riding style and bike terrain. I would recommend a hybrid bike. Has a good upright position. Bike fit can be adjusted and it's easy to maintain.
