stolen bike

My bike was locked up under a camera at Krogers and they still stole it. The police did manage to get it back but It hasn't worked since. The charger doesn't work at all and the throttle sensor lights go up, then go down and at bottom it blinks green. I ordered a new bike which is coming tomorrow but I know my original bike can probably be fixed. I wish I could find a mechanic locally.
