Check the tires for cracking/splits and make sure they are seating on the rims properly once you pump them up. 
Try pulling on your brakes good and hard to make sure the cable are still connected, functional.
Go through the gears gently when you first get on the bike to make sure everything is shifting properly.
Give the bike a thorough looking over to see if there's anything obviously damaged, disconnected, etc.

But there's no particular reason a bike would become unsafe just from sitting other than tires drying out.
