Issue with Truing Wheel

I have an issue with lateral adjustment. I have a high spot, so I loosen the spokes on the high side, tighten on the low side. I see some improvement, but it’s never enough, and it comes to the point where the high side spokes are very loose, and the opposite very tight. Help?

If the spoke on the "high side" are getting very loose and it is not straigthening, it is likely that the rim itself is bent. Some people claim to have had success straightening rims by loosening spokes and bending the actual rim straight. But in my experience, this usually means the rim is toast.
