Which assembly are you referring to? The headset or the springer fork?
The springer assembly - no idea.
The headset has two sets of bearing balls - originally, they may or may not have come with bearing retainers to hold each set of balls. The retainers are not functionally needed; just put one or more extra balls in, until no more will fit, if there is ½ ball or more space left; you have the right number of balls in there. If it less than a ½ ball space, take one ball out. The balls are the same size retainer or no retainer. If you have one set in a retainer, put that in the top position, and loose balls in the bottom.
For servicing the bike shown in the picture, you need some sort of SAFE spring compressor tool so that you can take it apart, then remove the stem and finally the fork.
The position of the parts as shown in the picture is not good, and will likely lead to parts damage.
