I recently repainted a frame and was wandering what is the best way to repaint the lines around the frame lugs. The frame in question had gold lines around the lugs and since I have repainted it, I'd like to be able to try and paint them back(if I can?).

you would use a pinstripe brush of choice for the application. Good quality brush is a must, many are of squirrel hair. there are various makers of quality pinstripe paints.
Not knowing if you are planning on clear coating the frame or not. If so, wet sand the frame first then scroll paint the lugs, then clear coat.
If you painted the frame with a metallic paint and did not finish with clear after tach then do not plan to wet sand as it will dull the metallic in the paint. You have things out of order at that point to do it correctly. If dulling the metallics a bit does not concern you then proceed with the wet sand, stripe , and clearcoat.
To help you understand what I mean about "dulling the metallic" is like taking the shiny side of foil and sanding it with 800 grit paper.
though much of your metallic is in the paint some of it is close to your wet sand surface, that is why after spraying a metallic paint job you finish with the first coats of clear to seal the paint and prep it for the final wet sand and clearcoat. That is the basics, though open for debate I am sure, everybody does it their own way.
As far as when you apply your scroll paint, practice first and remember to be steady and fluid in your motions. do not be to picky as the look of it being hand painted is the desired look!

Dude, ya got to post some pics for us. Sounds great. Extra info like the brand/type/brush/paints you went with, whether you went with clear-coat or not. Things like that wood be cool
