Shimano front derailleur not in position

the front derailleur is not in position, and touching the chain making noises. i tried to shift it down and up but the cable is too tense, then i tried to loosen the cable anchor, cant....someone pls help

Your front derailleur maybe damaged, replacements are very inexpensive.
