Brake Tension Issue

I recently purchased a 1986 Univega road bike. I'll preface this by saying I'm new to biking and don't know much. I took the front wheel off of the bike to load it into my car and when I put the wheel back on I noticed there seems to no longer be any tension in the brakes when I pull them. I'm sure this is a pretty easy fix and I'm overlooking something simple but I'd appreciate any help solving this problem. Thanks!

pictures required. We don't know the type or model of the brakes you have, so cannot provide any instructions on how to solve the issue.

Usually there is a lever on the brakes that you use to take the tension off the brake cable when you need to remove your front wheel. Did you reset this lever when putting the wheel back on?
