Stripped straight bar

Ok, just got a MTB that has what looks like a stripped straight bar on it, is there a way to repair this or just replace it? Not looked at the riser yet but do not have much hope for it either.

Do you mean that the grooves at the center of the bar are worn, and possibly the mating surfaces inside the clamp of the stem? If they are steel components, you don't want to hear the verdict.

Thanks RobAR, that is the part and that what I was thinking but thought I ask the knowledge base here before I toss them.
