DBR X10 Formula brakes which ones?

I just picked up a DBR x10 I am assuming it is around a 1999 model from my searches. Anyways the brakes are inoperable. I am assuming it has no fluid in them. I went to formulas website but it says they are out of town for a few weeks. I would love to either figure out how to fix them or what model they are. Pictures are below.

There are a couple videos here that show the basics on how to fill fluid but be careful because if it has been a long time I think that the lines and seals can deteriorate over time.
Good maintenance to your Bike, can make it like the wheels are, true and smooth!
