The 700x18-25 is pretty skinny. The 700x25-35 will be a little bigger. Can't stand these kind of tires, as in the universal thing. BUT it is what we have to deal lol. I would say the bigger but wait for other replies to your post before ordering.
Good maintenance to your Bike, can make it like the wheels are, true and smooth!

I use the 700x25-35 on my road bike. No particular reason other than that is what the bike shop recommended.

Both will fit.

The bigger size will provide you with fractionally thicker rubber when inflated to fit your tires, and thus be infinitesimally more puncture resistant and heavier.

I would go with the bigger size.

Either size tube will fit. With the 18-25 there is risk of a tear at the valve. With the 25-35 there is risk of fold over flats. These risks are theoretical, not real, in my experience.

Why are you replacing the tubes? What size tube have you been running and how did they work for you? What is the condition of the tires/tyres? How's the rim tape? Spoke condition? What kind of bike and how do you use it? Road conditions? How often do you use the bike? Do you keep the tubes aired-up even when the bike goes for long periods of not being ridden?

Remember, manufacturer spec assumes ideals.

I'd go with 18-25 in competitive road and tri scenarios. 25-35 in sport/rec.
