Is there a difference between a fixed cog and a regular cog?

Assuming by "regular" you mean freewheeling?

fixed: if the wheel goes around, the pedals go around. If you are riding, and stop pedaling, the rear wheel locks.

freewheel: if the pedals go around forwards, the rear wheel goes around forwards. If you are riding, and stop pedaling, the rear wheel continues to go around.

A "fixed cog" has threads on the inner surface to screw on to the frame.
A "cassette cog" has a toothed inner surface that slides onto the freehub.
A "freewheel" has the same inner threads as a fix cog, but has the ratchet mechanism built in.

There's not really anything called a "regular cog"
