Troubleshooting my 20inch Dyno VFR?

Hi there, I am back with my second bike that I would like to fix but don't know how yet. The deal is I put the rims and tires from a bike from walmart (20inch green Mongoose) onto my Dyno. And I noticed that its a hard bike to ride. It seems like I have to constantly be peddling it. Like it has no coast to it. It can be pretty brutal to ride sometimes. I really notice it when I ride my friends GT. It just coast's for days. Not very much leg work. Thats how I want my Dyno to ride. And I'm not working right now so money is very tight for me, so I was hoping to be able to just adjust something to fix it. Any help is much appreciated. It almost seems like the wheels are to tight, not letting the wheel spin freely. Thanks

wheel bearings to tight? are both bikes hand brakes?
