Probably will get some strong push back from e-bike & bicycling community.
But If the problem is mainly underage operators on e-bikes that don't know the laws in public streets, maybe the parents also need to be held responsible when their child is caught or caused accidents.
I understand that many teens may have access to their parent's credit card and just order a SurRon on their $1k cell phones.
But, something like triple or more to their auto insurance should deter parents from avoiding their responsibilities.
License for e-bikes? Why not limit the e-bikes' speed being built or imported into US? I know there are ways people override those limits in the settings and console but pretty sure they can fix it to the speed limit depending on the class. I doubt most teens even know how to properly use those settings and just use the throttle all day long. They won't even know their bikes can go faster if OEM puts a limit
